The General Office of the State Council officially released the New Energy Automobile Industry Development Plan (2021-2035) on November 2, 2020.
The Plan proposes that by 2025, the average power consumption of new pure electric passenger vehicles will be reduced to 12.0 kWh/100 km, the sales of new energy vehicles will reach about 20% of the total sales of new vehicles, highly autonomous vehicles will realize commercial applications in limited areas and specific scenarios. By 2035, pure electric vehicles will become the mainstream of new sales vehicles, public vehicles will be fully electrified, fuel cell vehicles will achieve commercial applications, and highly autonomous vehicles will achieve large-scale applications, which greatly improves the energy saving and emission reduction level and the social operation efficiency.
The Plan deployed five strategic tasks: First, improve technological innovation capabilities. Adhere to the equal emphasis on vehicle and parts, strengthen the innovation of vehicle integration technology, improve the industrial basic capabilities of key components such as power batteries and new-generation vehicle motors, and promote the coordinated development of electrification, interconnection, and intelligent technology. Secondly, build a new industrial ecology. With ecologically leading enterprises as the leader, accelerate the development and application of vehicle operating systems, build an efficient recycling system for power batteries, strengthen quality and safety guarantees, and promote a new industrial ecology featuring mutual integration, division of labor and cooperation, and benefit sharing. Thirdly, promote the development of industrial integration. Promote the comprehensive and in-depth integration of new energy vehicles with energy, transportation, and information and communications, promote the optimization of energy consumption structure, the improvement of transportation systems and the level of urban intelligence, and build a new pattern of coordinated industrial development. Fourthly, improve the infrastructure system. Accelerate the construction of infrastructure such as charging and replacement and hydrogen refueling, improve the level of interconnection, encourage business model innovation, and create a good environment for use. Fifthly, deepen open cooperation. Practice the cooperation concept of openness, financing, mutual benefit and win-win, deepen exchanges and cooperation in areas such as R&D and design, trade and investment, technical standards, actively participate in international competition, and continuously improve international competitiveness.
According to the Plan, we should give full play to the market mechanism, promote the survival of the fittest, support the merger and reorganization of superior enterprises, and further improve the industrial concentration. Implement tax preferential policies related to new energy vehicles, optimize classified traffic management and financial services and other measures, provide financial support for the construction of charging piles as public facilities, and formulate preferential policies such as parking and charging for new energy vehicles. Since 2021, the proportion of new energy vehicles in public transportation, rental, logistics and distribution vehicles in the national ecological civilization pilot zone and key areas for air pollution prevention and control shall not be less than 80%.
The Plan emphasizes that we should to give full play to the inter-ministerial joint conference system and local coordination mechanism for the development of energy-saving and new energy automobile industry, strengthen departmental coordination and interaction between the upper and lower levels, formulate annual work plans and division of departmental tasks, and pay close attention to the implementation of the plan. .
