Ministry of Transport: A Capacity Resource Bank Has Been Established to Ensure Smooth International Logistics

Li Xiaopeng, the Minister of Transport, believes that the logistics chain, supply chain, and industrial chain are linked together, which has an important significance for economic and social development and people's lives.

The CPC Central Committee and the State Council attach great importance to the relevant work of the international logistics supply chain. General Secretary Xi Jinping and Premier Li Keqiang have issued important instructions on several occasions, requesting to accelerate the construction of an international logistics supply chain system to ensure the smooth flow of international logistics chains. The Ministry of Transport attaches great importance to the implementation of the important instructions of the Party Central Committee and the State Council. We have cooperated with other relevant departments of the central government to establish operation mechanisms to ensure the smooth flow of the logistics chain. This mechanism is now substantively operating 24 hours a day, with "one matter, one coordination", "one matter, one handling", overall coordination and multiple measures to resolve current problems. We have mainly done four aspects of work:

First, improve the ability. In response to the shortage of transportation capacity, we have taken a variety of measures to quickly improve the transportation capacity. In terms of railways, we mainly improve the support capacity of China-Europe trains, and moderately increase the frequency and density of trains; in terms of road transportation, we strengthen the allocation of transport capacity, and ensure the smooth flow of international roads by connecting transportation at border ports; in terms of shipping, we actively explore express shipping so that shipping can also provide shipping capacity for mail and express; in aviation, we actively increase air capacity and encourage airlines to convert passenger aircraft to cargo aircraft. Encourage the increase of cargo flights or cargo charter flights to quickly improve the capacity of air cargo. Since these measures were taken, the situation of tight transport capacity has been greatly improved.

Secondly, strengthen docking. We cooperate with relevant departments to ensure the transportation needs of manufacturing and foreign trade companies. We will also work with foreign affairs and other relevant departments to formulate a plan for the transportation of foreign aid materials, and make every effort to ensure the transportation of emergency humanitarian aid materials for the fight against the epidemic.

Thirdly, build a platform. We have established a capacity resource database covering key enterprises in the fields of international air cargo, international shipping, international delivery logistics, China-Europe trains, international road freight, etc., and incorporate the capacity resources of important domestic transportation companies into this resource database for coordination. We will also work with the Ministry of Industry and Information Technology and the Ministry of Commerce to accelerate the establishment of a service guarantee system for the international supply chain. Currently, this service guarantee system has been put into operation, and services such as query, order placement, and full tracking are provided online, which accelerates the connection with manufacturing and foreign trade enterprises.

Fourthly, implement policies. In response to the current situation, we will work with the Ministry of Finance and other relevant departments to formulate and implement policies in the following aspects: The first is to increase policy support around airlines' "passenger-to-cargo" policy; the second is to implement tax reduction and exemption policies in view of the difficulties of railway companies, aviation companies, shipping companies, and road transportation companies; the third is to formulate, improve and optimize prevention and control measures based on the characteristics of international freight transportation companies. For example, the crew of international ships have to change shifts, the flight attendants of international cargo aircraft should be managed in a closed manner, and drivers on international roads should conduct closed management at the ports. These measures should not only be in place, but also convenient and feasible. A series of corresponding guidelines, policies and norms have been formulated to do the work well..

These measures have achieved initial results. In the next step, we will focus on ensuring the logistics needs, accelerating system construction, issuing supporting policies, and studying development plans, and do our best to ensure the smooth operation and supply of international logistics. We should work hard to ensure that import and export goods "can come in and out" and build a modern international logistics and transportation system. In this regard, we have firm confidence and will work hard to do this work well.
