In order to implement the decisions and deployments of the Party Central Committee and the State Council, and effectively give play to the role of investment demonstration and guidance in the central budget, the National Development and Reform Commission has recently printed and issued the Administrative Measures for the Special Central Government Budgetary Investment Project on the Construction of Urban and Rural Cold Chains and National Logistics Hubs (FGJMH817, hereinafter referred to as the Measures). The Measures include 26 articles in 5 chapters, General, Supporting Directions and Standards, Application Procedures and Plan Issuance, Project Management and Supervision and Inspection, and Supplementary Provisions.
The Measures clarifies that the support directions of the special central government budgetary investment project (the “special project”) for the construction of urban and rural cold chains and national logistics hubs include three aspects:
Firstly, the logistics infrastructure weakness improvement project. The weakness improvements projects for public and basic facilities in the national logistics hubs that have been included in the annual construction list and the national backbone cold chain logistics bases shall be mainly supported, including the multi-modal transportation facility projects, new construction, renovation and expansion and intelligence transformation of high-standard public storage facilities, bonded warehousing facilities projects, public logistics information platforms and informatization upgrading projects.
Secondly, cold chain logistics facility projects. The cold chain logistics facility projects(excluding production facilities such as slaughter processing lines)that serve meat slaughtering, processing and circulation,public cold storage new construction, renovation and expansion, intelligent transformation and related supporting facilities projects shall be mainly supported.
Thirdly, other logistics infrastructure projects that need to be supported in accordance with the decisions and deployment of the Party Central Committee and the State Council. In principle, the support standard of a single project shall not exceed 30% of the approved investment for the project in line with the direction of special support, and the maximum supporting amount shall not exceed RMB 50 million.
The Measures stipulate that the development and reform commissions (hereinafter referred as the “Provincial Development and Reform Commissions”) of all provinces, autonomous regions, municipalities directly under the Central Government, municipalities with independent planning stats and Xinjiang Production and Construction Corps as well as
Enterprises under the management of central government, etc. shall take charge of the project reserve, application and management, etc. of respective regions and systems as the project summary and application unit. The National Development and Reform Commission shall organize experts to review, research and form a list of projects that meet the support direction, and the project summary and application unit will review and form the investment plans and performance objectives in the annual central budget after overall planning and balance, and will issue the projects upon approval according to the procedures.Among them, the projects of enterprises under the management of central government are issued in accordance with the annual central government budgetary investment plan. For local projects, the annual investment plan within the central government budget shall be issued in a segmented manner. The Provincial Development and Reform Commission shall decompose the investment plan and performance objectives into specific projects within the scope of the list of projects that meet the support direction and reports them to the National Development and Reform Commission for filing. When the project summary application unit issues the projects by forwarding or dissemination, it shall give full play to the investment guidance and supplementary role of the investment in the central government budget, and support the construction of public and basic facilities projects that social investment is not strongly supported.
The Measures emphasizes that relevant enterprises under the management of central government and provincial development and reform commissions should strengthen supervision and inspection on the implementation of projects and performance objectives, coordinate and solve problems in project construction, accelerate project construction progress and ensure the project construction quality. The National Development and Reform Commission will conduct random inspections on project construction on irregular basis. The problems found shall be dealt with seriously based on different circumstances. Meanwhile, the problems may be submitted to or transferred to the relevant organizations to investigate the administrative or legal responsibilities of the responsible persons in accordance with the law.
